Organisation, people and operating capacity
Organisation and people are not a separate HR topic. They are the question of whether the company can complete its critical activities, absorb change and keep delivering. The diagnosis starts from the operating task, not the org chart.
Start from the operating task
First establish what the business needs to get done: which customers and products come first, which activities decide growth and delivery, which roles or teams are the bottleneck, and what the current change demands of the organisation.
The order matters. Starting from the org chart turns the discussion into departments and reporting lines. Starting from the operating task lands it on who does this now, and can they. Only the second changes an outcome.
Organisational capacity
What gets checked: whether decision rights and accountability are clear; whether cross-functional working has a standing mechanism; whether critical tasks have a real owner; and whether the structure and processes support the current strategy.
Overseas operations need a separate check on cross-cultural capability, time zones, language and governance. This is the check most often skipped in an entry diagnosis. The market was right and the route was well designed, and it stalls because nobody can follow through in the counterpart's time zone, language and commercial habits.
Judging people
A talent review cannot run on good or not good. At minimum it separates five things: the behaviour and capability the role requires; the current person's capability and willingness; individual strengths, sources of pressure and what actually motivates them; team composition and friction; and succession risk on critical roles.
Separating capability from willingness matters most, because the remedies are opposite. Insufficient capability calls for training, a deputy or a different role. Insufficient willingness is about objectives, incentives, trust or departure, and training there wastes everyone's time.
It has to produce management actions
The diagnosis produces actions: clarify objectives and roles; adjust positions or accountability; change how communication, delegation, incentives and coaching work; add capability, hire, or bring in an external partner; and set an observation period and exit condition for arrangements that do not fit.
That last clause is usually dropped. A personnel judgement without an observation period and an exit condition stays suspended, and ends either in a sudden rupture or in indefinite delay. Both cost more than saying it plainly in advance.
Limits
A personality assessment is not the basis for an appointment, a promotion or a dismissal, and an assessment report is not the end of the delivery. Assessments open a discussion; they do not replace observing behaviour and operating results.
